Why was Mountain View PAL formed?
Providing recreation, education and other activities is not necessarily a function of a police department due to the fact that recreation departments and school districts already adequately provide many of these opportunities. However, with juvenile violence, gangs and other negative influences in the community, the Mountain View PAL would not be seeking to supplant programming offered by the Recreation Division but, rather, would be performing a very important facet of its primary functions—notably those of crime prevention, protection of property and the preservation of a peaceful community.
Unfortunately, despite the existence of a School Resource Officer program and other outreach programming, many initial contacts between Police Officers and youth still occur in unfavorable circumstances. By introducing a formally structured Police/youth program, a mutual understanding and respect between Police and youth may be established and cultivated. Although the City of Mountain View has a recreation program capable of absorbing its youth population in constructive activities, the absence of a formal framework for developing understanding between Police and youth warrants the reformation of the Mountain View PAL.
What are the goals of Mountain View PAL?
Mountain View PAL was formed to help bring youth under the supervision and constructive influence of responsible adult role models, including police officers, through a variety of sports, educational and recreational activities, to serve as an effective and powerful antidote to juvenile delinquency. Active participation should impact desirable educational, social and personal values; development of a positive self-image; learning of successful interpersonal skills and other life skills that mitigate against the occurrence of juvenile delinquency. Our goal includes providing educational and positive alternatives to gangs, drugs, drug abuse, and other criminal acts through sports, educational, and recreational activities in a supervised, structured, safe, healthy and fun manner.
How is Mountain View PAL affiliated with California PAL?
Mountain View PAL is a member of California PAL (Cal PAL), an umbrella organization providing assistance to PALs throughout California. In July 2005, MVPD applied for and received approval for membership in Cal PAL. Membership in Cal PAL is integral to the success of the Mountain View PAL. Cal PAL not only provides educational opportunities through conferences and workshops and liability insurance at a significantly reduced cost, but it also provides fund-raising assistance and programming at little or no cost. Membership in Cal PAL enables the Mountain View PAL to participate in State-wide PAL events such as the annual Camporee camping trip. Other Cal PAL-sponsored activities include beach play days; trips to Tahoe; "Life After High School" leadership and motivational workshops; Sacramento Experience Day where students are given a chance to see government in action; and boxing, golf, martial arts, basketball and soccer tournaments. Typically, these events are offered at a cost of $5 per participant or less.
